About Withbert W. Payne, CPA 

The President of Insurance Review Services is Bert Payne. His early education was at an English boarding school in the Himalayas. He then received a General Certificate of Education from the University of Cambridge. He trained to become a Fellow of the Institute of Chartered Accountants in England and Wales (the equivalent of a CPA in the United States). After obtaining this prestigious certification, he worked for Price Waterhouse in London. He was recruited by Blue Cross/Blue Shield, Chicago, a major health insurer in the United States. He then worked as an internal audit manager for CNA Life Insurance Co in Chicago. He then opened a highly successful healthcare consulting firm in Walnut Creek, California, representing over 75 hospitals in healthcare reimbursement matters. After selling the organization, he worked for New York Life Insurance Co. Today Bert uses his unique education and skills to optimize Life Insurance and Long Term Care Insurance policies.
